Standards for Local Boards of Health
Legislative rule, Title 64-73, establishes the standards for local board of health operation in West Virginia. Each year local boards of health are required to submit a general plan of operation (Program Plan) electronically to the Division of Local Health. The Program Plan provides data on local health department operation for the current year (year-to-date) and projections for the coming year. The types of data collected includes personnel, demographic, financial and programmatic data. This data is used to analyze workforce, financial and program trends.
Basic Public Health Services
Basic public health services as defined in West Virginia State Code means services that are necessary to protect the health of the public. All West Virginia local health departments shall provide the three areas of basic public health services which includes Environmental Health, Communicable and Reportable Disease and Community Health Promotion. Basic Public Health Performance Standards
WV Code 16-2-11 (a) 1 requires all local boards of health to provide basic public health services and programs in accordance with state public health performance-based standards. Each year the Center for Local Health collects data from local boards of health regarding basic public health Class A performance-based standards in the Program Plan Reporting System.
